Bombers Bits calls this a Liverpool BE FX Happy Tongue Straight Swivel. This Conrad / Square Port style mouthpiece rotates 360 degrees and most closely resembles the UTR (Ultimate Tongue Relief) bit. What makes this one different (other than the blue sweet iron) is that the bottom of the port is a little flatter than the typical UTR. Boyd Exell uses the Conrad mouthpiece to encourage straightness.
The swivel mouthpiece reduces tongue pressure and the horse can hold the mouthpiece where they find it most comfortable.
Boyd Exell recommends this bit to help with straightness and allow the horse to take more contact.

The Happy Tongue Straight is a solid mouth bit which is ported to relieve tongue pressure but is not curved. This makes it slightly harsher than the curved Happy Tongue. The swivel mouthpiece can rotate on the horizontal, allowing the cheek piece to move independently, thereby the horse can set where it finds the mouthpiece most comfortable… removing tongue pressure.
Cheekpiece:
The BE Liverpool FX applies both poll pressure and leverage to the mouthpiece. The lower the rein is attached the stronger the leverage and poll pressure will be. Cheek pressure provides additional emphasis to the lateral aids.
The BE Liverpool FX is available with 2 or 3 slots to allow more options for increasing/decreasing pressure. The cheekpiece is fixed and not able to rotate.
Mouthpiece:
The 4 available ports have been scaled according to each width. This ensures accurate fitting over the bars and eliminates the rocking movement which occurs when the port is too wide.
