Tulip cheeks, also known as Swinging Purchase bits, have the cheek on a swivel to reduce the poll pressure on the horse.  These bits are particularly suited to horses that object to poll pressure.  Tulip bits, however, will increase curb pressure when the rein is placed down on the shank.
